Can someone please look at this image and tell me how to pronounce it in Chinese and tell me how you would translate it to English?

百无禁忌 拼音“bǎi wú jìn jì" it mean there is no taboo for everything.

i also have a question.
saw a guy draw some characters on the back shoulder of a girl and she smiled and refused to tell me what it means....

there were two sets of characters one on top of the other.
the top ones were 木木 inside a square shape
and underneath 琪 inside a circle.

what does that mean ?
are these perhaps names of a a guy and a girl in some kind of bond ?
is it a prayer ?
